The shocking true story of Richard Miller, the first FBI agent ever convicted of espionage for the Soviet Union. On October 3rd, 1984, FBI Special Agent Richard Miller walked into the Los Angeles Field Office carrying classified documents he intended to give to Soviet intelligence—but the FBI had been watching him for weeks.
This documentary reveals how a 20-year FBI veteran working in the counterintelligence division—the very unit responsible for catching Soviet spies—became a spy himself. Miller’s affair with Soviet emigre Svetlana Ogorodnikova led to one of the most embarrassing security breaches in FBI history.
WHAT HAPPENED:
In May 1984, Miller was assigned to investigate Svetlana and Nikolay Ogorodnikov, suspected Soviet intelligence assets in Los Angeles. Instead of investigating them, Miller began an affair with Svetlana and agreed to provide classified information to the KGB in exchange for money. Over three months, Miller photographed FBI files identifying Soviet intelligence officers, confidential informants, and surveillance techniques.
THE INVESTIGATION:
When another FBI agent spotted Miller with Svetlana at a restaurant, the Bureau opened an internal investigation codenamed ANLACE. For six weeks, FBI surveillance teams documented Miller’s meetings with Svetlana, his illegal access to classified files, and his preparation of espionage materials. Wiretaps recorded conversations planning dead drops and meetings with Soviet handlers at the San Francisco consulate.
THE ARREST & TRIALS:
Miller was arrested on October 3rd, 1984, with classified documents in his briefcase. His defense—that he was conducting an unauthorized counterintelligence operation—failed to convince prosecutors. After three trials (two ended in hung juries), Miller was convicted in 1986 and sentenced to two life terms plus 50 years.
THE HUMAN COST:
Miller’s espionage destroyed his family. His wife Paula divorced him. His four children faced bullying and shame. The FBI implemented sweeping security reforms including mandatory polygraph testing and enhanced monitoring of employee behavior.
This case exposed critical failures in FBI internal security: how could an obviously troubled agent with financial problems and declining performance gain access to the nation’s most sensitive counterintelligence secrets? Miller’s supervisors had documented his incompetence for years but never removed his security clearance.
