I have never used this, but to explain what it’s saying, it sounds like you can drag the wow.exe onto the vanilla-tweaks.exe patcher (the application you get from here, select your OS for the compiled version) and it will create a new wow.exe for you to use titled ‘WoW_tweaked.exe’ To enable/disable specific mods, it sounds like there’s a way to list them and modify your selections.
