Cannot receive or send emails from Outlook 2016 – Error 0x800CCC91

I have updated to Windows 10 January this year and about 6 weeks ago, upgraded to Office 2016 (from 2013). After setting up the email accounts that I used OK under Outlook 2013, Outlook has been working OK.
