Russia has already imposed export bans on aviation fuel and gasoline; furthermore, an export ban on diesel is currently under consideration. For a country that, until recently, was referred to as a “gas station,” the loss of even this source of revenue represents a momentous development—a grave loss. As of May, nearly 40% of Russia’s primary oil processing capacity had been taken out of action.
