BLUF: Russia initially warned the international community of potential strikes on Kyiv’s “decision-making centers.” The Kremlin is now revising that framing, narrowing the target set, and removing Putin from the communication chain in a post-hoc effort to refine legal and political exposure.
On May 25, Lavrov called Rubio to warn the United States about potential strikes on decision-making centers in Kyiv.
The Russian Foreign Ministry’s official readout confirmed the substance of the message: Moscow was preparing “systematic and consistent strikes” on Kyiv’s “decision-making centers and command posts,” and advised foreign diplomatic missions to evacuate personnel.
Rubio later stated publicly that Putin had asked Lavrov to relay the message directly to the U.S. president, and that he passed it on accordingly.
Today, Kremlin aide Yuri Ushakov said Russia has received no U.S. response to its “recommendations” regarding a transition to systematic strikes against military-industrial complex facilities in Kyiv.
“We made a statement on this, and our recommendation was also conveyed to the Americans through the appropriate channels. As far as I know, there has been no response yet,” he said, per TASS.
Ushakov also clarified that no message from Vladimir Putin was conveyed to his American counterpart. “No, no message was conveyed.”
That shift in framing is significant.
The May 25 MFA readout explicitly referenced strikes on “decision-making centers and command posts.” Ushakov’s version today reframes the same warning as specifically targeting military-industrial complex facilities.
In parallel, the communication chain has been rewritten removing Putin’s direct involvement from the narrative.
On May 26, Duma Defense Committee Chair Kartapolov had already narrowed the definition on record, stating that the Verkhovna Rada and Zelensky’s office are not “decision-making centers” in this context, and implying that such centers are located elsewhere in fortified locations outside central Kyiv.
Taken together, these statements function as a post-hoc legal and semantic correction to the original public record which included explicit reference to decision-making centers and an attributed high-level communication channel involving Putin.
The current framing retracts that attribution, narrows the target set, and reclassifies the messaging as a warning regarding military-industrial infrastructure, reducing apparent exposure under international humanitarian law governing distinction and targeting.
Timeline of Events:
22 May – Strike on Starobilsk occurs overnight. Putin characterizes it as a terrorist attack and instructs the Defense Ministry to prepare response options. No reference to “decision-making centers” is made publicly.
25 May (~15:36) – Russian MFA issues official statement: the Armed Forces are initiating “systematic strikes” on Ukrainian military-industrial facilities in Kyiv, and also on “decision-making centers and command posts.” Foreign diplomatic missions are advised to evacuate. This is the first institutional use of the term in this escalation sequence.
25 May – Lavrov calls Rubio at Putin’s request and conveys the same warning, including references to “decision-making centers.” He advises evacuation of U.S. personnel and citizens.
25 May (post-call) – Rubio states publicly that Putin asked Lavrov to relay the message directly to President Trump, which Rubio says he passed on.

Sweden to deliver first 16 Gripen fighters to Ukraine in early 2027 🇸🇪🇺🇦
Swedish Prime Minister Ulf Kristersson announced that the first batch of 16 JAS 39 Gripen C/D fighters (out of 150 promised) will be handed over to Ukraine at the beginning of 2027.
Negotiations will also start soon on the possible supply of more advanced Gripen E fighters. According to Swedish media, Ukraine will finance the purchase through a long-term EU loan as part of the €90 billion support package.
