A former Bronx NYPD detective is suing New York City, alleging racism, retaliation, and a toxic culture inside a Manhattan narcotics unit.
In an exclusive interview with News 12’s Kelly Kennedy, Luis Pichardo, a 19‑year NYPD veteran, says he has proof showing racist messages, memes, and doctored images shared in a department group chat. Screenshots included in the lawsuit allegedly show a detective depicted in a KKK hood, along with racist slurs and offensive content targeting immigrants, Latinos, Jewish people, and Black men. Pichardo, 41, says the discrimination intensified in 2025 after he was passed over for a prestigious promotion. He claims he was told he was “too old” and that the unit “spoke a lot of English,” despite his experience, which included more than a thousand arrests. According to the lawsuit, less experienced white detectives were selected instead — some without interviews. After raising concerns, Pichardo says his overtime was cut in half, impacting his pension, and that coworkers shut him out. He claims a supervisor suggested he could still get the job if he dropped his complaint. Pichardo says the pressure ultimately forced him to retire in July 2025. The lawsuit also alleges officers circulated antisemitic content, joked about deaths of Black men at the hands of police, and shared images including a Nazi swastika. In another message, a supervisor allegedly responded to a photo of a Dominican flag on a coworker’s desk with references to ICE and a threatening image.
