Mikhail Timofeyev, a former aide and political associate of Sergei Furgal, the ex-governor of Russia’s eastern Khabarovsk region who is currently serving a lengthy prison sentence, was reportedly detained in Georgia on January 23 and faces possible extradition to Russia.

The Telegram outlet Tbilisi Life reported that Timofeyev, 60, is being held at Gldani penitentiary facility after a court ordered three months of pretrial detention, which may be extended to allow Russia to submit a substantiated extradition request. Timofeyev reportedly faces no criminal charges in Georgia.

According to the channel, Timofeyev arrived in Georgia on March 28, 2024, and immediately applied for asylum, citing political persecution in Russia. Georgian authorities denied the request in December 2024, after which Timofeyev appealed the decision in court.

Tbilisi Life said Timofeyev was detained at the request of the Georgian Prosecutor’s Office, based on a letter from Interpol’s Moscow Bureau dated April 24, 2024, and a Red Notice issued on April 29, 2024. However, citing human rights activists, the outlet says that Russia submitted no formal extradition request and that Interpol had annulled the Red Notice before his arrest, on September 12, 2025.

The BBC Russian Service said that Timofeyev’s lawyer provided documentation confirming that Interpol cancelled the request in September 2025 after finding the Russian charges unmotivated.

“Georgian authorities are aware that the Interpol request was ultimately rejected as contrary to the organization’s regulations, yet the court and the prosecutor’s office continue to act based on the invalid document,” Timofeyev’s representative told the BBC on condition of anonymity.

The lawyer said that Timofeyev is in serious physical condition and suffers from multiple chronic illnesses and is a forced vegetarian due to severe allergic reactions to standard prison food.

Timofeyev previously spent eight years in prison in Russia under a sentence later ruled “unlawful” by the European Court of Human Rights (ECtHR), Tbilisi Life noted. During that time, he became disabled and developed numerous illnesses. “In prison conditions, his life is under real threat,” the outlet said.

According to the Russian investigative outlet The Insider, Timofeyev was a close ally of Sergei Furgal, who served as governor of Khabarovsk Krai from 2018 to 2020 under the ultranationalist Liberal Democratic Party of Russia (LDPR).

Furgal was arrested in 2020 and later sentenced to 22 years in prison for allegedly organizing the murders of business competitors in 2004–2005. His arrest sparked mass protests in Khabarovsk, with supporters claiming the case was politically motivated and “punishment for daring to beat the Kremlin’s candidate in elections.”

Human rights project “Political Prisoners. Memorial” recognized Furgal as a political prisoner in 2024, citing signs of evidence falsification and serious violations of the right to a fair trial.

The Insider writes that following Furgal’s arrest, Timofeyev fled Russia and was charged in absentia in a case involving murders and attempted murders of businessmen from the same period. According to the outlet, in 2021, Russia’s Prosecutor General’s Office claimed that Timofeyev was a member of an organized group allegedly created by Furgal and his business partner, Nikolai Mistryukov, to eliminate business rivals. He was subsequently placed on a wanted list, with the investigation continuing separately, the outlet says.

Timofeyev has reportedly sought protection abroad since 2020, first fleeing to China, then attempting to obtain asylum in Thailand, before arriving in Georgia. According to Tbilisi Life, the Georgian Interior Ministry’s refusal to grant asylum in December 2024 signaled to him that the country was no longer a “safe place.”

“However, his ability to leave [Georgia] again was limited by his disability and lack of a valid passport. As a result, he found himself trapped.”
