🚨 US removes references to seized funds from new draft of proposal to end Ukraine war. Russia will not be handed back $300bn (£224bn) in frozen assets under the terms of the latest US proposal to end the war in Ukraine.
Friedrich Merz, the German chancellor, is understood to have lobbied Donald Trump, the US president, to remove plans to use assets frozen in Europe from a potential peace deal. European officials said such a clause could not be included because the assets were under the control of governments on the Continent and not Washington. The latest draft of the peace proposal contained no reference to the future of the frozen assets, sources familiar with the document told The Telegraph.
The original 28-point US-led plan, which Kyiv and Europe argued was tilted in Moscow’s favour, called for $100bn of Russia’s frozen assets to be poured into reconstruction projects that would generate profits for American companies. Under the proposals, the remaining majority of the assets would be earmarked for a separate pot to fund joint Russian and American projects.
Ukraine believes Russia has heavily invested in attempting to stop the EU from agreeing to use frozen assets to fund Ukraine, including threatening staff at Belgium-based Euroclear. A source attributed recent reports claiming Mr Trump opposed the plan to a Russian disinformation campaign channelled through Steve Witkoff, the US president’s peace envoy. The official added that, on the contrary, Scott Bessent, the US treasury secretary, had told Yulia Svyrydenko, Ukraine’s prime minister, during a meeting on Dec 9 that he approved of the scheme.
