ECB Pushes for Digital Euro Amid Concerns Over Stablecoins

The European Central Bank (ECB) intensifies efforts to advance the digital euro initiative, viewing it as Europe’s strategic response to foreign digital currency threats, reports 24brussels. ECB President Christine Lagarde has urged lawmakers to act with urgency, emphasizing the need for a legislative framework to facilitate the potential introduction of a digital euro swiftly. “A legislative framework to pave the way for the potential introduction of a digital euro should be put in place rapidly,” she stated before the European Parliament in June, highlighting the digital euro as a “strategic priority” in light of the risks posed by emerging stablecoins.

Despite the ECB’s enthusiasm, concerns linger within its Governing Council regarding the safety and regulatory compliance of stablecoins. Council members echo warnings from the Bank for International Settlements, which assert that stablecoins often fail to meet the stringent definitions of “sound money” and are inadequately regulated.

Conversely, some officials suggest a transitional role for euro-linked stablecoins, positing that they could bridge the gap until the digital euro is fully operational, a process that may still require several years. Notably, there is recognition that such stablecoins “could serve legitimate market needs” while also enhancing the euro’s global status.

A notable economic divide exists between left-leaning and right-leaning economists on this issue. The latter group often shows a greater willingness to embrace technology largely driven by the private sector. Economists Jens van ’t Klooster, Edoardo Martino, and Eric Monnet argue against replicating the U.S. stablecoin model, terming it a “strategic misstep.” They contend that this model is “neither realistic, given the incumbency advantage of the dollar, nor is euroization of third countries through risky stablecoins per se good for the EU,” as stated in their recent paper from the Center for Economic Policy Research.

Instead, these economists advocate for Brussels to prioritize the positioning of the euro as a globally recognized, secure asset, underpinned by robust institutions and regulatory frameworks. They assert, “The EU should stick to promoting the internationalization of the euro as a safe asset that can be held without constraint.” By doing so, they argue that third countries might leverage the euro to mitigate risks associated with dollarization driven by stablecoins, potentially boosting long-term demand for the eurozone’s single currency.
