The US envoy to Ukraine and Russia Keith Kellogg says Moscow might have to make territorial concessions in any peace negotiations over the war in Ukraine. He also threatened to target Russia’s oil revenues as part of the talks. Kellogg was speaking during a panel discussion at the Munich Security Conference where he faced questions about the US strategy in any peace talks.
