Moodle would work but you COULD use Google classroom if you host the content on Google cloud storage and they don’t need to have the LMS do a pass or complete grade. Use Google forms for the assessment and everything else would work just fine. Your scorm project would just be for content delivery (it wouldn’t need to be scorm complaint, just publish as HTML).
