Georgian Dream Expects ‘Delegation from U.S.’ in April Amid Ruling Party’s Hope for ‘Reset’

A delegation from the United States is expected to visit Georgia in April, several members of the ruling Georgian Dream party confirmed, as uncertainty continues to surround the largely frozen bilateral ties between Tbilisi and Washington, traditionally close allies.

Members of Georgian Dream did not disclose details of the visit, including its timing, agenda, or the composition of the delegation. However, the reported trip comes amid the party’s stated hope to reset relations with Washington and follows a recent phone conversation between U.S. Secretary of State Marco Rubio and Irakli Kobakhidze, Georgian Dream prime minister.

The anticipated visit was first reported by Tbilisi Mayor Kakha Kaladze, who said April would see “various types of meetings” and “noteworthy developments,” adding that this would relate to “future partnership” and the “overall deepening of relations” between the sides.

Later, on April 4, Levan Makhashvili, the chair of parliament’s European integration committee of the disputed parliament, said that the “American side” was planning to send “a separate group” in April, which would have the possibility “to study the ongoing processes in Georgia in greater depth.”

Days later, speaking in a live interview with pro-government Imedi TV, he expanded on the issue, saying “the key point, which is important for the public, is that there is a positive dynamic in resetting relations; we are moving in the right direction,” adding that “whether it is the April visit or any other visit, meeting, or call, ultimately it will give us the opportunity to fundamentally reset relations.”

Makhashvili expressed hope that Washington would take “reciprocal steps in the near future.”

He further stressed that “from our side, full readiness has been declared,” pointing to “numerous opportunities in this region, both economic and otherwise, including those stemming from the Middle Corridor,” while underscoring that “everything depends on the American side.”

Other ruling party figures echoed similar expectations. Vladimer Bozhadze, the GD lawmaker, said he expects the U.S. delegation “will be convinced of the reality that truly exists in our country,” while also suggesting, in comments to TV Pirveli, that meetings with opposition representatives and civil society groups may take place.

Davit Matikashvili, who chairs the disputed parliament’s procedural issues committee, also confirmed the planned trip, saying relations between Georgia and the United States “have intensified,” pointing to recent visits and what he described as “positive” signals.

Tbilisi Mayor Kakha Kaladze also expressed “optimistic expectations” during his April 7 remarks, linking them to a recent phone call between Prime Minister Irakli Kobakhidze and U.S. Secretary of State Marco Rubio.

“We are ready for relations between the two countries to start from a clean slate,” Kaladze said, adding that “friendship and strategic partnership are important to us, and most importantly, this must be mutual.”

The expected visit follows a March 30 phone call between the GD Prime Minister Irakli Kobakhidze and U.S. Secretary of State Marco Rubio, with the sides discussing “areas of mutual interest,” including “security in the Caucasus and Black Sea region,” and came amid a prolonged standstill in relations after Washington suspended its strategic partnership with Georgia in late 2024. Despite repeated calls from Tbilisi to “reset” ties, concrete steps toward normalization have remained limited.

In December 2024, the United States imposed sanctions on Bidzina Ivanishvili, the founder and honorary chair of the ruling party, under measures targeting Russian harmful foreign activities – E.O. 14024. The sanctions regime remains in force following the recent decision by U.S. President Donald Trump to extend it for another year.

The anticipated delegation visit also comes shortly after a trip to Tbilisi by Peter Andreoli of the U.S. State Department’s Bureau of European and Eurasian Affairs, who held meetings with both GD officials and opposition representatives and visited the Anaklia Deep Sea Port construction site. The project, initially planned as a Georgian-American venture, was later reassigned to a Sino-Singaporean consortium and has since faced repeated delays, adding to its political and economic sensitivity.
