Ukraine’s Defence Intelligence Directorate reported on January 17, 2025, that Russia intends to launch attacks on strategic targets within Ukraine’s energy system. According to the intelligence, these planned strikes aim to force Kyiv to accept capitulation terms. By mid-January 2025, Russian forces had already conducted reconnaissance on 10 critical energy infrastructure facilities across nine Ukrainian regions. This strategy mirrors Russia’s previous winter campaigns, which sought to weaponize cold and darkness against the civilian population.
The Russian military continues to target and destroy Ukraine’s energy infrastructure, with recent attacks noted in the Odesa, Kyiv, and Sumy regions. The intelligence agency stated that the Kremlin’s intent to strike electrical substations highlights the genocidal character of Russia’s war against Ukraine. Such actions, according to the report, represent a hybrid method to cripple power generation at Ukraine’s nuclear power plants, posing a severe threat to the nation’s energy security.
Threats to Ukraine’s Energy Security
These new threats from Russia have raised significant alarm both within Ukraine and internationally, as the energy grid is critical for the country’s basic functioning and survival. In wartime conditions, ensuring the protection of these facilities and readiness for potential attacks is paramount. The vulnerability of the power system has been a persistent challenge since the full-scale invasion began in 2022.
