Rivera says nothing in the new video changes his mind that the officer’s actions were “irresponsible.” Weinstein says the video raises more questions for him, such as why did the officer fire multiple shots, which shot was the fatal one and whether the officer had a duty to retreat because he had room to move out of the way of the vehicle.
