The Gripen Question: How U.S. Tariffs and Strategic Drift Are Pushing Canada Toward Europe’s SAFE Armaments Program
Canada’s decision to join the EU’s Security Action for Europe (SAFE) armament credit program changes the strategic context of its future fighter procurement. SAFE provides preferential financing for European weapons systems, and Canada is the first non-EU state admitted. This creates a clear pathway for Ottawa to evaluate platforms outside the U.S. export ecosystem on competitive financial terms.
The current round of U.S. tariffs has disrupted the strategic rationale of a unified and integrated North American defense framework. Canada is not a marginal ally. It is one of America’s largest trading partners, a source of critical minerals, and a key industrial base for aerospace manufacturing. Tariffs on steel, aluminum, EV components, and industrial feedstocks ripple directly into Canada’s defense budgets. Washington has increased the cost of Canadian participation in U.S. industrial chains while still expecting Ottawa to remain anchored to U.S. weapons platforms.
In this environment, the Gripen becomes a viable option. It offers significantly lower lifecycle costs over the F-35, simplified maintenance, independent upgrade paths, and operational suitability for Arctic and dispersed-base missions. SAFE financing makes the platform easier to acquire, and European manufacturers have already indicated willingness to extend industrial offsets to Canadian firms. The F-35 program also depends on broad allied participation to maintain economy of scale in production and sustainment. If partners begin shifting portions of their future fleets to non-U.S. platforms, the cost structure that underpins the F-35 enterprise becomes more difficult to preserve. Taken together, the F-35 program cannot match this flexibility and affordability because it is tightly controlled through U.S. export regimes.
A Canadian shift toward Gripen would mark the largest structural divergence in North American airpower since the creation of NORAD. The F-35 enterprise is built around shared training pipelines, standardized sustainment, common weapons integration, and coordinated modernization cycles that allow U.S. and Canadian forces to operate as a single air defense network. Gripen can interface with NORAD through established datalinks, but it sits outside that common enterprise. Canada would operate a fighter fleet with separate logistics, maintenance, and upgrade paths, and that changes how NORAD plans readiness, allocates resources, and maintains interoperability across the continent.
Canada’s proposed change is not hostile. It reflects a geopolitical environment in which they diversify their partnerships at the same time Europe reduces reliance on U.S. defense primacy. Canada’s approach mirrors the U.S. strategy toward China, where diversification of strategic supply chains is treated as a national security requirement. Ottawa is signaling that Washington is no longer the reliable partner it once was, and when confronted with economic pressure, Canada’s national interests require diversification rather than dependence.
The question for Washington is whether it wants a NORAD partner fully integrated into the American defense industrial base or a partner that expands its options because U.S. trade policy gives it few alternatives. The United States also cannot afford to function as an isolated supplier inside its own hemisphere. Trade policy, tariff strategy, and national defense must align in a way that strengthens U.S. security rather than pushing close allies toward alternative suppliers.
