NEW: Baghdad, Iraq: Iranian-backed Iraqi militia Asaib Ahl al Haq leader Qais al Khazali used popular fears about an Islamic State of Iraq and Syria (ISIS) resurgence to try to justify the existence of the Iranian-backed Popular Mobilization Forces (PMF).
